The development team are the people that do the work. It can be thought in the same way as when someone has a house project and he/she hire a developer. They develop the project and do the physical work, they lay the bricks, pour the cement, do the plumbing, etc.
So, the ‘developer’ role in the Scrum means a team member who has the right skills to do the work as a part of the team. Some may think the “development team” means engineers and technicians, but that does not always support. According to the Scrum Guide, the development team can be of all kinds of people including designers, writers, programmers, etc.
